(Begin excerpts) "In the Belgrade bars, the Ukrainian girls are beaten, forced into prostitution, but at least they don't kill them. Here they protect them with weapons in their hands, and don't even let them leave to see a doctor. They do not spend money on abortions. In case a girl gets pregnant, she is forced to work until her fifth month, and then she is thrown out into the street. Some of these girls successfully run away. But the road home runs through the Belgrade prison for foreigners. They wind up on the streets of a foreign city without any documents.
The road of the Ukrainian girl into the sex industry on the territory of the former Yugoslavia is typical. It begins with an ad in the newspaper, an unexpected meeting on a train or in a restaurant in her native city with a proposition to work as a maid, dancer or waitress in Italy. But with this it is explained that it is not possible to obtain a visa into Italy and that they will have to go through the territory of former Yugoslavia and afterwards by ferry boat to Italy. The seducers take the girls first to Uzhorod, where they may spend a week or two until they form a group of 10. They are then taken by tram to the mountain cities of Zehed or Debrecen (at the border with Yugoslavia) where they spend 2-3 days awaiting a bus heading south. Here the native seducers have good contacts with their Yugoslavian "colleagues" and then in tight cooperation transport the girls to the city of Novy Sad (territory of Yugoslavia, capital of autonomous republic of Voyevideno. Here they remove all the documents from the girls and transport them to various bars.
The worst is to wind up in Bosnia-Hercegovina or eastern Croatia. Just until recently this area was filled with sounds of war with blood flowing but today a relative calm is kept by the armies of the UN and NATO. ( In these territories, Ukraine has no government representatives.) Here the girls suffer a difficult fate. One who was able to escape from this hell, related that in her group of six, one girl categorically refused to work as a prostitute, They beat and tortured her and she still didn't give in. They then took her out into the field and before everyone they slit her throat. Bosnia and Hercegovina are divided into 3 areas: Serbs, Croats and Muslims. There are no crossovers between them. The Mafia pays bribes in transporting these girls, understanding full well that it will be impossible for them to leave on their own from this territory. They relate that one girl from Chernivtsi was aided by Russian soldiers and escaped by jumping from a second story balcony only in her corset into a military vehicle with UN insignia. They rushed her out, dressed her in a military uniform and helped her get to Belgrade.
Area newspapers reported, that the girls that wind up in these territories can be sold and resold by the mafia from one bar to the next for 7 years. And only then when they are fully "used up" they are thrown out into the streets and let go. Recently a 42 year old, who has a 17 year old son in Ukraine, had been released. She related that she was enlisted to work as a maid in Italy after she lost her job in a factory.

According to police, about 1,000 prostitutes work in Tel Aviv. Hundreds of women are smuggled into Israel every year from the former Soviet Union and its satellites. Some know they are to work as prostitutes; others think they are coming to be waitresses, dancers or nurses.
The gangs take their passports. Pimps buy and sell the women for $3,000-$20,000 each, pay them badly, if at all, and keep them in conditions akin to bonded labour. They insist that they cover the gangs' investment, receiving up to 20 clients a day, before they see any money. If the women complain to the police or are picked up in raids, they are sent home penniless. "These pimps are so greedy," a woman identified as Alina told the Israel Women's Network before she was deported to Ukraine.
In May, Amnesty International accused Israel of failing to take action to stamp out the trade. "This is so even though many of the women have been subjected to human rights abuses such as enslavement or torture, including rape and other forms of sexual abuse, by traffickers, pimps, or others involved in the sex industry," it said.

Excerpts: "Shortly after 4 a.m. yesterday, residents of a two-story building on Rehov Golomb heard screams for help coming from a first-floor apartment that housed a brothel. They called police, who contacted firefighters and Magen David Adom.
The emergency workers evacuated residents from the other apartments, none of whom was injured. They had difficulty getting into the blazing apartment, because the windows were barred and the fire had melted the plastic fixture around the door and they had to fight to open it, Piritz said.
They found the body of one woman and a critically injured woman inside the apartment, the police spokeswoman said. The injured woman died shortly afterwards.
After extinguishing the fire, which spread to the second floor and destroyed the apartment directly above, emergency workers found the bodies of two other women, who had tried to escape the fire in a closet.
Piritz declined to say whether the women burned to death or died of smoke inhalation, saying that it will take a few days until the autopsies are completed.

(Begin Excerpt) "The women told police that they had been offered jobs as saleswomen. Upon accepting the jobs, they were brought here from the Ukraine via Cyprus. They were smuggled into Haifa Port on April 31. Their employers then confiscated their passports and gave them fake IDs, which listed them as Jewish Israelis.
Two of the women were "sold" to a brothel in Tel Aviv for $3,000 each. The other two were imprisoned in a Rishon Lezion apartment and forced to work as prostitutes.
Customers would call the apartment to order prostitutes. Yasser would drive the women to various locations to serve between 15 and 20 customers a day.
The women were virtual prisoners and did not receive a share of the money the pimps collected from customers. One of the women was severely beaten when she tried to escape....
Every year, hundreds of women, and an unknown number of girls under the age of 18, are bought, sold, drugged, imprisoned, and forced to work as prostitutes in Israel's thriving sex industry.
In countries such as Russia, the Ukraine, Latvia, and Hungary, traffickers and pimps prey on desperate women. Facing poverty, the women are lured to Israel with the promise that they will make fabulous salaries working as teachers or caregivers. Some women are told that they will work as call girls and prostitutes, but are promised good treatment and good money.
But when they come to Israel, their passports and travel papers are taken away, in order to prevent them from leaving. They are raped and beaten.
Trafficked women are treated as objects, as commodities to be bought and sold by pimps for thousands of dollars, or held in debt bondage, forced to work to pay off large sums of money. Their "owners" imprison them in locked houses or apartments with barred windows. They can rarely leave the apartment, and they are prevented from going out unaccompanied.
They are frequently abused, especially if they refuse to have sex with a customer or try to escape. Since the traffickers know the country of origin of each "employee," they often threaten that if she leaves or testifies to the authorities, her children and family will be hurt.
In brothels, massage parlors, and sex clubs throughout the country, these women "slaves" are subjected to degradation, violence, and terror.

Women are trafficked to, from, and through every region in the world using methods that have become new forms of slavery. The value of the global trade in women as commodities for sex industries is estimated to be between seven and twelve billion dollars annually. This trade in women is a highly profitable enterprise with relatively low risk compared to trades in drugs or arms. The moneymakers are transnational networks of traffickers and pimps that prey on the dreams of women seeking employment and opportunities for the future. The activities of these networks threaten the well being and status of women as well as the social, political and economic well being and stability of nations where they operate.
The transnational trade in women is based on supply and demand from sending and receiving countries. Countries with large sex industries create the demand and are the receiving countries, while countries where traffickers easily recruit women are the sending countries. For decades the primary sending countries were Asian countries, such as Thailand and the Philippines. The collapse of the Soviet Union opened up a pool of millions of women from which traffickers can recruit. In Israel, a Russian or Ukrainian woman earns the pimp who controls her between US$50,000 and $100,000 per year. The women are enslaved and get to keep little, if any, of the money. Lyubov, 17, arrived in Israel from a Russian coal mining city only to be sold into prostitution. Now she sits in a prison cell awaiting expulsion as an illegal worker. Six months ago, a man in Lyubov's hometown told the young woman he could get her a plane ticket, a visa and a job abroad. She entered Israel with a tour group and was met by a hotel owner who befriended her and gave her a job as a cleaner in exchange for a room. The hotel owner introduced her to friends, showed her around and taught her some Hebrew until one day he told her to get out of his car and into another. Then he drove away. "At first I didn't know I had been sold. Then my owner told me he had bought me for $9,000," Lyubov said in an interview in a prison office. Her new "owner," as she calls him, told her she would work as a call girl.
It was the beginning of a stint as an unpaid prostitute -- part of an international crime phenomenon which women's groups see as a modern slave trade. Lyubov's "owner" kept her and eight other women in two apartments. He never paid any of them but instead said they were indebted to him for their plane tickets and every expense incurred, from doctors' visits to haircuts. Transported to clients by drivers and often under guard, Lyubov had sex with an average of six men a day for about $75 an hour. All she could keep were tips. She worked round the clock, seven days a week, with no holidays except for Yom Kippur, the holiest day of the Jewish calendar. "You have to have very strong nerves to do this kind of work," she said.
Life in Russia was very difficult. "There were days when I had nothing to eat," Lyubov said. She weighed 50 kg (110 pounds) when she left Russia, and gained 20 kg (45 pounds) after arriving in Israel. She said circumstances had made it hard for her to quit (leave her "owner"). "I came into this circle and then it was very hard to get out. My papers were fake, I had no money, I had no acquaintances and I was in an enclosed place," she said. The nearest police station was across the road from the apartment where Lyubov was kept but she never went there, inhibited, like many others, by the double bind of fear of her owner and fear of deportation. October 14, 2000. From 9-10 p.m. P.S.T., there was a "Weekend Magazine" program on sex slavery that had interviews with young Russian women who escaped from sex slavery. The Czech Republic was the scene of the brothels. Maria Shriver interviewed Madeleine Korbel Albright. Israel was not highlighted, and as usual, no mention that the "Russian mafia" is jewish. As of late 10.14.00, there was no mention of the program on the msnbc.com site.

Excerpt: "... It happens every single day. Not just in Israel, which has deported nearly 1,500 Russian and Ukrainian women like Irina in the past three years. But throughout the world, where selling naive and desperate young women into sexual bondage has become one of the fastest-growing criminal enterprises in the robust global economy.
... The International Organization for Migration has said that as many as 500,000 women are annually trafficked into Western Europe alone.
Many end up like Irina. Stunned and outraged by the sudden order to prostitute herself, she simply refused. She was beaten and raped before she succumbed. Finally she got a break. The brothel was raided, and she was brought here to Neve Tirtsa in Ramle, the only women's prison in Israel. Now, like hundreds of Ukrainian and Russian women with no documents or obvious forgeries, she is waiting to be sent home.
"I don't think the man who ruined my life will even be fined," she said softly, slow tears filling her enormous green eyes. "You can call me a fool for coming here. That's my crime. I am stupid. A stupid girl from a little village. But can people really buy and sell women and get away with it? Sometimes I sit here and ask myself if that really happened to me, if it can really happen at all."
Then, waving her arm toward the muddy prison yard, where Russian is spoken more commonly than Hebrew, she whispered one last thought: "I'm not the only one, you know. They have ruined us all."
Traffic Patterns: Russia and Ukraine Supply the Flesh
Centered in Moscow and the Ukrainian capital, Kiev, the networks trafficking women run east to Japan and Thailand, where thousands of young Slavic women now work against their will as prostitutes, and west to the Adriatic Coast and beyond. The routes are controlled by Russian crime gangs based in Moscow. Even when they do not specifically move the women overseas, they provide security, logistical support, liaison with brothel owners in many countries and, usually, false documents.
Women often start their hellish journey by choice. Seeking a better life, they are lured by local advertisements for good jobs in foreign countries at wages they could never imagine at home.
In Ukraine alone, the number of women who leave is staggering. As many as 400,000 women under 30 have gone in the past decade, according to their country's interior ministry. The Thai Embassy in Moscow, which processes visa applications from Russia and Ukraine, says it receives nearly 1,000 visa applications a day, most of these from women.
Israel is a fairly typical destination. Prostitution is not illegal here, although brothels are, and with 250,000 foreign male workers -- most of whom are single or here without their wives -- the demand is great. Police officials estimate that there are 25,000 paid sexual transactions every day. Brothels are ubiquitous.
None of the women seem to realize the risks they run until it is too late. Once they cross the border their passports will be confiscated, their freedoms curtailed and what little money they have taken from them at once.
"You want to tell these kids that if something seems too good to be true it usually is," said Lyudmilla Biryuk, a Ukrainian psychologist who has counseled women who have escaped or been released from bondage. "But you can't imagine what fear and real ignorance can do to a person."
The women are smuggled by car, bus, boat and plane. Handed off in the dead of night, many are told they will pick oranges, work as dancers or as waitresses. Others have decided to try their luck at prostitution, usually for what they assume will be a few lucrative months. They have no idea of the violence that awaits them.
The efficient, economically brutal routine -- whether here in Israel, or in one of a dozen other countries -- rarely varies. Women are held in apartments, bars and makeshift brothels; there they service, by their own count, as many as 15 clients a day. Often they sleep in shifts, four to a bed. The best that most hope for is to be deported after the police finally catch up with their captors.
Few ever testify. Those who do risk death. Last year in Istanbul, Turkey, according to Ukrainian police investigators, two women were thrown to their deaths from a balcony while six of their Russian friends watched.
In Serbia, also last year, said a young Ukrainian woman who escaped in October, a woman who refused to work as a prostitute was beheaded in public.
In Milan, Italy, a week before Christmas, the police broke up a ring that was holding auctions in which women abducted from the countries of the former Soviet Union were put on blocks, partially naked, and sold at an average price of just under $1,000.
"This is happening wherever you look now," said Michael Platzer, the Vienna, Austria-based head of operations for the U.N.'s Center for International Crime Prevention. "The Mafia is not stupid. There is less law enforcement since the Soviet Union fell apart and more freedom of movement. The earnings are incredible. The overhead is low -- you don't have to buy cars and guns. Drugs you sell once and they are gone. Women can earn money for a long time."
"Also," he added, "the laws help the gangsters. Prostitution is semilegal in many places and that makes enforcement tricky. In most cases punishment is very light."
In some countries, Israel among them, there is not even a specific law against the sale of human beings...
Distress Calls: Far-Flung Victims Provide Few Clues
The distress call came from Donetsk, the bleak center of coal production in southern Ukraine. A woman was screaming on the telephone line. Her sister and a friend were prisoners in a bar somewhere near Rome. They spoke no Italian and had no way out, but had managed, briefly, to get hold of a man's cell phone...
...Ukraine -- and to a lesser degree its Slavic neighbors Russia and Belarus -- has replaced Thailand and the Philippines as the epicenter of the global business in trafficking women. The Ukrainian problem has been worsened by a ravaged economy, an atrophied system of law enforcement, and criminal gangs that grow more brazen each year. Young European women are in demand, and Ukraine, a country of 51 million people, has a seemingly endless supply. It is not that hard to see why.

...Village life is disintegrating throughout much of the former Soviet world, and youngsters are grabbing any chance they can find to save themselves.
"After the wall fell down, the Ukrainian people tried to live in the new circumstances," said Ms. Shved. "It was very hard, and it gets no easier. Girls now have few opportunities yet great freedom. They see 'Pretty Woman,' or a thousand movies and ads with the same point, that somebody who is rich can save them. The glory and ease of wealth is almost the basic point of the Western advertising that we see. Here the towns are dying. What jobs there are go to men. So they leave."
First, however, they answer ads from employment agencies promising to find them work in a foreign country. Here again, Russian crime gangs play a central role. They often recruit people through seemingly innocuous "mail order bride" meetings. Even when they do not, few such organizations can operate without paying off one gang or another. Sometimes want ads are almost honest, suggesting that the women can earn up to $1,000 a month as "escorts" abroad. Often they are vague or blatantly untrue.
Recruiting Methods: Ads Make Offers Too Good To Be True
One typical ad used by traffickers in Kiev last year read: "Girls: Must be single and very pretty. Young and tall. We invite you for work as models, secretaries, dancers, choreographers, gymnasts. Housing is supplied. Foreign posts available. Must apply in person."
... Israeli leaders say that Russian women -- they tend to refer to all women from the former Soviet Union as Russian -- disappear off tour boats every day. Officials in Italy estimate that at least 30,000 Ukrainian women are employed illegally there now.
Most are domestic workers, but a growing number are prostitutes, some of them having been promised work as domestics only to find out their jobs were a lie. Part of the problem became clear in a two-year study recently concluded by the Washington-based nonprofit group Global Survival Network: Police officials in many countries just don't care.
The network, after undercover interviews with gangsters, pimps and corrupt officials, found that local police forces -- often those best able to prevent trafficking -- are least interested in helping.
Gillian Caldwell of Global Survival Network has been deeply involved in the study. "In Tokyo," she said, "a sympathetic senator arranged a meeting for us with senior police officials to discuss the growing prevalence of trafficking from Russia into Japan. The police insisted it wasn't a problem, and they didn't even want the concrete information we could have provided. That didn't surprise local relief agencies, who cited instances in which police had actually sold trafficked women back to the criminal networks which had enslaved them."...
...But solutions will not be simple. Criminal gangs risk little by ferrying women out of the country; indeed, many of the women go voluntarily. Laws are vague, cooperation between countries rare and punishment of traffickers almost nonexistent. Without work or much hope of a future at home, an eager teen-ager will find it hard to believe that the promise of a job in Italy, Turkey or Israel is almost certain to be worthless. ...
...Yitzhak Tyler, the chief of undercover activities for the Haifa police, is a big, open-faced man who doesn't mince words.
"We got a hell of a problem on our hands," he said. The port city of 200,000 has become the easiest entryway for women brought to Israel to work as prostitutes -- though by no means the only one. Sometimes they walk off tour boats, but increasingly they come with forged documents that enable them to live and work in Israel. These have often been bought or stolen from elderly Jewish women in Russia or Ukraine.
"This is a sophisticated, global operation," Tyler said. "It's evil, and it's successful because the money is so good. These men pay $500 to $1,000 for a Ukrainian or Russian woman. Do you understand what I am telling you? They will buy these women and make a fortune out of them."
To illustrate his point, Tyler grabbed a black calculator and started calling out the sums as he punched them in.
"Take a small place," he said, "with 10 girls. Each has 15 to 20 clients a day. Multiply that by say 200 shekels. So say 30,000 shekels a day comes in to each place. Each girl works 25 days a month. Minimum."
Tyler was busy doing math as he spoke. "So we are talking about 750,000 shekels a month, or about $215,000. A man often owns five of these places. That's a million dollars. No taxes, no real overhead. It's a factory with slave labor. And we've got them all over Israel."
The Tropicana, in Tel Aviv's bustling business district, is one of the busiest bordellos. The women who work there, like nearly all prostitutes in Israel today, are Russian. Their boss, however, is not.
"Israelis love Russian girls," said Jacob Golan, who owns this and two other clubs, and spoke willingly about the business he finds so "successful." "They are blonde and good-looking and different from us," he said, chuckling as he drew his hand over his black hair. "And they are desperate. They are ready to do anything for money."...
Deterrent Strategies: A System that Fails Those Who Testify
Every once in a while, usually with great fanfare and plenty of advance notice, Golan gets raided. He pays a fine, and the women without good false documents are taken to prison.
If they are deported, the charges against them are dropped. But if a woman wants to file a complaint, then she must remain in prison until a trial is held. "In the past four years," Betty Lahan, prison director of Neve Tirtsa here, said, "I don't know of a single case where a woman chose to testify."
Such punitive treatment of victims is the rule rather than the exception. In Italy, where the police say killings of women forced into prostitution average one a month, parliament tried to create a sort of witness protection program. But it only allowed women to stay in the country for one year and did nothing to hide their identities.
"The deck is just so completely stacked against the women in all this," said Daniella Pompei, an immigration specialist with the community of Sant'Egidio, the Catholic relief agency in Rome. "The police is the last place these women want to go." She said that only 20 women had ever used the protection program.

(Begin excerpts) A pandemic of money laundering, prostitution, immigration fraud, murder, arson, arms dealing and other criminal activities by the Russian mob -- which has invaded 29 countries and 17 U.S. cities -- would probably never have occurred on such a frightening scale without the tacit approval of high-ranking U.S. officials, including President Bill Clinton, Vice President Al Gore and Deputy Secretary of State Strobe Talbott, according to congressional and law enforcement sources.
The rise of the Russian mob has been meteoric since the dissolution of the Soviet Union in 1991. According to law enforcement experts, the mob, which has looted the Russian treasury with the help of top government officials, spends up to 50 percent of its profits for bribes and other forms of corruption as a normal business expense. By contrast, the Italian mob considers 6 to 10 percent to be more than adequate, and the Colombians draw the line at 25 percent. Since the Russian mob annually generates about $10 billion a year in profits in America, up to $5 billion is available for corruption.
U.S. law enforcement officers also describe the Russians as being more prone to violence than the Italians or the Colombians. The Russians are more likely than any other criminal organization to murder a witness in a criminal court case or even to gun down a judge. The Russians think nothing of flying a hit man from Moscow to New York to carry out a contract murder and then jet home that very same day using another passport.
While there is no evidence that Clinton, Gore or Talbott took bribes from the Russian mob, there is abundant evidence to show that they adopted the position that it was critical to maintain normal relations with Russia while ignoring wholesale and ever-increasing corruption in Russia and a crime wave rapidly proliferating around the world.
A recently released 209-page report by a dozen senior Republican House members under the direction of Rep. Chris Cox of California, takes direct aim at Gore's stewardship of policy on Russia over the past eight years...
"From the beginning," Waller wrote, "the Clinton administration was well aware of the Russian government's involvement with organized crime, but punished those who dared point it out."
Last year, front pages across the country were plastered with stories concerning the fact that a massive criminal investigation had been launched to determine how hundreds of millions of dollars of Russian mob money, including diverted international aid funds and U.S. loan money, had been laundered through the Bank of New York. At that time, Washington Post reporter Ceci Connolly wrote that the scandal would become a campaign issue for Gore. Connolly predicted that questions would be raised on the campaign trail over whether Gore had given too much support to a Russian government known to be plagued by corruption. As chairman of an ineffective commission on Russian-American relations with former Russian Prime Minister Viktor Chernomyrdin, Gore was ripe for criticism..." "The problem is not abstract," (Smith) continued. "It shatters the lives of real women and children. In Russia, for example, traffickers prey on orphanages. In a typical scenario, a trafficker will pay an orphanage director approximately $12,000 to take a group of children on a 'field trip' to the local McDonald's, for example. Groups of children will then leave the orphanage with the trafficker and never be seen or heard from again."
Even more common is what has become known as "Lydia's story" -- an amalgamation of several true stories of women and girls who have been trafficked in Eastern Europe in recent years.
"Lydia" is approached on the street by an older, beautifully dressed woman who befriends the girl and her friends. The woman tells the girls they are beautiful enough to become models. After taking Lydia and her friends to dinner and buying them small gifts, the older woman invites the girls to her home for a drink, which is the last thing they remember.
Having been drugged, Lydia awakes in another country, sometimes as far as the U.S. or Japan, where a man tells her she is now his property. She was purchased for several thousand dollars and must work-off the "debt" she owes the man by prostituting herself.
Lydia has no papers, she doesn't speak the language of the country to which she's been brought and when she tries to escape, she is beaten and drugged. Soon becoming addicted to the drugs used to control her, Lydia is forced to sexually service 10 to 20 men every day and the proceeds go to her captor.
When police raid the brothel, Lydia is seen as a drug-addicted prostitute who has contracted several venereal diseases. She is arrested and prepared for deportation."
Smith, who related "Lydia's story" to Congress, believes part of the problem in combating the brutal crime lies in the strategies used by law enforcement agencies. Nations, including the U.S., often punish the victims more severely than they punish the perpetrators.
